So if you are planning on opening old pub files The text or line spacing is different and requires reformatting. One of the biggest issue is that Publisher files produced on older operating systems will not render the same on Win8 in either Pub 2010 or 2013. Many have reported that Publisher 2013 can be very sluggish. Inserted pdf, pictures and charts do not render correctly in Pub 2013. Publisher 2013 can only be installed on one computer, Pub 2010 and older on two. Pub 2010 can be installed on older operating systems and Pub 2013 cannot. I think sending Publisher publications as an attached pdf file is a better choice. No great loss in my mind as frequently different email clients used by those recieving the emails do not render the html formatted messages well anyway.
To do email merges with the Publisher publication as the message body in Outlook requires using the same version of Outlook and Publisher. The only compatibility issue that I can think of between Pub 2010 and Office 2013 would be how it works with Outlook.
